Susan Elizabeth Rice is an American former diplomat, policy advisor, and public official. She has served in several prominent roles within the United States government, including as the 22nd director of the United States Domestic Policy Council from 2021 to 2023, the 27th United States ambassador to the United Nations from 2009 to 2013, and the 23rd national security advisor from 2013 to 2017. Born in Washington, D.C., Rice attended Stanford University and New College, Oxford, where she was a Rhodes Scholar and earned a D.Phil. She served on President Bill Clinton's National Security Council staff from 1993 to 1997 and was the assistant secretary of state for African affairs from 1997 to 2001, becoming the youngest regional assistant secretary of state at age 32. During her tenure in African affairs, she oversaw significant policy changes, including the passage of the African Growth and Opportunity Act, support for democratic transitions in South Africa and Nigeria, and an increased focus on combating HIV/AIDS. Rice also served as a foreign policy advisor to Democratic presidential candidates Michael Dukakis, John Kerry, and Barack Obama. Following Obama's election, she was confirmed as ambassador to the United Nations, where she promoted global human rights, climate change, and women's and LGBT rights, while defending U.S. interests at the Security Council. She played a key role in negotiations on nuclear non-proliferation and U.S. sanctions against Iran and North Korea and supported NATO intervention in Libya. In 2012, she withdrew her consideration for Secretary of State amid controversy related to the Benghazi attack. Later, she supported key policies including the Iran nuclear deal, Ebola crisis response, the reopening of relations with Cuba, and the Paris Agreement on climate change.
