The report concluded that influence exerted by Communist Party members and other left-wing groups could significantly disrupt industry and threaten democratic processes, especially noting the influence of extremist organizations in trade unions aimed at creating disruptive conditions for political ends. The findings attracted substantial publicity at the time, with media outlets like The Observer publishing sections of the report to highlight concerns about militant extremism and political subversion within British industry.
