The Verdict: What Ben Carroll Actually Does With Victoria's Premiership (Part 3)
Victoria's 2026-27 budget forecasts general government net debt at $175.6 billion this financial year, climbing to $199.3 billion by 2029-30. That budget existed before Ben Carroll became Premier. He didn't write it. He inherited it, along with the contracts, the departments, and most of the machinery from Part 1 and Part 2. This is Part 3, the verdict episode. After tracing Carroll's thirty-year runway in Part 1 and the factional machine that produced him in Part 2, I look at what he's actually done in his first weeks in office and weigh it against what he spent years defending as a minister in the government he's now reviewing. Carroll gets real credit for specific moves: an immediate royal commission into the construction sector, a new DPC secretary, Cabinet cut from 22 to 20 ministers, the standalone Suburban Rail Loop portfolio abolished. Those are genuine signs of distance from what came before, not nothing. But he also stood in Parliament in 2023 defending the $100 billion Big Build and voted for the Suburban Rail Loop he's now reviewing. And no reshuffle refinances $175 billion in state debt. To be clear: IBAC's Operation Richmond report, which landed in Carroll's first week, did not find corrupt conduct by Daniel Andrews or the United Firefighters Union. It found serious governance problems, a sidelined minister and bypassed processes, that created corruption risk. I'm not upgrading that finding, and neither should you.
