Lloyd Chapman, Founder and President of the American Small Business League , believes Democrats could sweep the midterm by exposing the anti-small business bias of Republicans. 99.9% of all businesses in America are small businesses. The only agency dedicated to helping them is the Small Business Administration (SBA). But Republicans since Reagan have tried to shrink or close it. Reagan proposed closing it. But Congress wouldn’t do it. George W. Bush cut its budget in half and sought to close it. Lloyd helped keep it alive. Under Donald Trump: Many small business programs have been cut or eliminated. There are Republican bills in committee that would wipe out federal contracting goals for Minority-Owned and Women-Owned Small Businesses. That means, all federal spending could go to companies owned by white men. Every Democrat in the country should teach and oppose that. Trump’s SBA wants to change the size standards of many industry codes. That would let huge corporations compete for and win “small business” contracts. Trump's FY2027 request is the lowest SBA budget request since at least 2000, a proposed 67% cut. And millions of jobs will be lost to AI. Since small businesses create up to 90% of net new jobs, Democrats should run to expand federal small business programs, not gut them. Specifically, we want Congress to raise from 5% to at least 15% the amount of federal contract dollars that must go to WOSBs. Why? Because women are half the population, they own over 42% of all businesses in America, and they sell what the government buys. Yet firms owned by men receive over 95% of federal contract dollars under the current 5% goal for WOSBs. Rather than eliminate that goal, it should be increased to at least 15%.
