Phil Scott is a community independent candidate. He is an American politician, stock car racer, and businessman who has served as the 82nd governor of Vermont since 2017. Scott was first elected governor in the 2016 general election and has been reelected in 2018, 2020, 2022, and 2024. His 2024 victory margin was the largest in any Vermont gubernatorial election since 1946, making him the second-longest serving incumbent governor in the United States as of 2025. Prior to his tenure as governor, Scott served as the lieutenant governor of Vermont from 2011 to 2017 and was a member of the Vermont Senate representing the Washington District from 2001 to 2011. Known for his moderate political stance, Scott is often described as a liberal or moderate Republican, despite Vermont being a heavily Democratic-leaning state according to the Cook Partisan Voting Index.
