Kimberly Jean Davis is an American figure known for her role as a county clerk in Rowan County, Kentucky, serving from January 2015 to January 2019. She gained national attention in August 2015 when she defied a U.S. federal court order to issue marriage licenses to same-sex couples. Davis was elected to her position in 2014 and took office at the start of 2015. Following the Supreme Court's decision in Obergefell v. Hodges, which required all states to license same-sex marriages, Davis refused to issue such marriage licenses due to her personal religious objections. Her refusal led to a lawsuit and a court order for her to commence issuing licenses, which she initially resisted, citing religious principles. Davis was ultimately jailed for contempt of court and ordered to pay damages to a same-sex couple whom she refused to marry. After her release, she modified the marriage licenses used in her office to omit her name. Her actions garnered diverse reactions from political and religious leaders, as well as legal experts. Some viewed her stance as an act of religious discrimination, while others saw her as an example of religious liberty conflicts.
