Kim Carter

Kim Carter is the Chief People Officer at Battle Creek Public Schools. Her professional background includes a distinguished career in the Canadian Forces, where she served from 1975 to 2006. During her military service, she was appointed as the first independent Director of Military Prosecutions for the Canadian Forces in 1999 and became Canada's first female Chief Military Judge in 2002. Carter's education includes studies at Osgoode Hall Law School of York University, where she earned her Bachelor of Laws degree in 1979, and at the University of Ottawa, where she completed her Master of Laws in 2005. She was called to the Bar of Ontario in 1981. After her military career, she served as the seventh Ombudsperson for the province of British Columbia, a role to which she was appointed in April 2006. Her tenure was marked by efforts to facilitate fair and timely resolutions through the introduction of an early resolution program and by leading an active systemic investigation team that produced public reports on various issues such as lottery prize security and home and community care programs for seniors. Carter was reappointed for a second six-year term in May 2012 and retired from her role in 2015.
