Frank J. Gaffney Jr. is an American defense policy analyst and the president of the Institute for the American Future. He founded the Center for Security Policy in 1988 and served as its president until 2023, after which he became its executive chairman. Gaffney has held multiple roles within the federal government, including Deputy Assistant Secretary of Defense for Nuclear Forces and Arms Control Policy from 1983 to 1987, and a brief tenure as Acting Assistant Secretary of Defense for International Security Affairs during the Reagan administration. He was recognized with the Department of Defense Medal for Distinguished Public Service in 1987. Throughout his career, Gaffney has been a prominent figure in defense and security policy, although he has also been characterized as an anti-Muslim conspiracy theorist.
