Réseau Ferré de France (RFF) was a French public industrial and commercial corporation established in 1997 to own and manage the national railway network, which spanned approximately 30,000 kilometers. RFF was created to separate railway infrastructure management from train operations, complying with European Union regulations. It focused on financial management, particularly debt refinancing, while outsourcing maintenance and signaling to SNCF Infra. RFF managed railway infrastructure, including tracks and public domain assets, and provided access rights and concessions to railway operators. It worked closely with SNCF, which handled network operations and maintenance. RFF also engaged in significant infrastructure projects, including major concessions for high-speed rail lines. The organization aimed to enhance the railway network for sustainable transport and communicated with railway operators regarding timetables and incidents. RFF had around 200 staff and included representatives from government, industry, and employees on its board.
